Normatov Ibrokhimali Kholmamatovich was born on September 20, 1969, in Olmos village, Chust district, Namangan region, Republic of Uzbekistan. He is Uzbek by nationality.
In 1992, he graduated from the Faculty of Mathematics of Tashkent State University (currently Mirzo Ulugbek National University of Uzbekistan). In 2006, he defended his PhD (Candidate of Physical and Mathematical Sciences) dissertation entitled “Classification of Quadratic Stochastic Operators and Corresponding Quadratic Stochastic Processes” at the Specialized Scientific Council D 067.02.03 under Mirzo Ulugbek National University of Uzbekistan, majoring in 01.01.01 – Mathematical Analysis. By the decision of the Higher Attestation Commission of the Republic of Uzbekistan dated May 25, 2006 (Decision No. 125/1), he was awarded the academic degree of Candidate of Physical and Mathematical Sciences (Diploma No. 01 009355). By the decision of the Higher Attestation Commission dated February 28, 2019 (Decision No. 262/1), he was awarded the academic title of Senior Research Fellow in the specialty “System Analysis, Control, and Information Processing” (Physical and Mathematical Sciences) (Diploma No. 02 002569). In 2020, he defended his Doctor of Science (DSc) dissertation entitled “Algorithmic Models for Controlling Complex Systems Based on the Algebra of Functional Tables” at the Specialized Scientific Council DSc.03/30.12.2019.FM.01.02, majoring in 05.01.02 – System Analysis, Control, and Information Processing (Physical and Mathematical Sciences). By the decision of the Higher Attestation Commission dated December 31, 2020 (Decision No. 290/1), he was awarded the academic degree of Doctor of Physical and Mathematical Sciences (DSc) (Diploma No. 04 006338). His total work experience is 34 years, including 32 years of scientific and pedagogical experience. His professional career began in 1986. During various periods, he studied at Tashkent State University, served in the military in the Leningrad Military District (currently Saint Petersburg), worked as a lecturer at Namangan State University, served as a trainee researcher and postgraduate student at the V.I. Romanovsky Institute of Mathematics of the Academy of Sciences of the Republic of Uzbekistan, and worked as a junior and senior research fellow at the Institute of Cybernetics, the Scientific and Technical Center for Modern Information Technologies, and the Institute of Mathematics and Information Technologies of the Academy of Sciences of the Republic of Uzbekistan. From 2012 to 2020, he served as the Head of a Laboratory at the Scientific and Innovative Center for Information and Communication Technologies. Since 2020, he has been working at Mirzo Ulugbek National University of Uzbekistan at the Department of Information Security, holding positions as Associate Professor and Acting Professor. From 2025 to the present, he has been working as an Acting Professor at the same department.
