“Strategy for the Transition of the National Economy to a Resource-Saving Model of Economic Development”
INFORMATION LETTER (Call for Papers)
In the context of increasing instability in the global economy, growing geopolitical risks, and intensified global competition, the transition to resource-saving models of economic development is regarded as one of the priority directions of national and international economic policy. The rational and efficient use of natural, economic, financial, and human resources is recognized as a key prerequisite for ensuring sustainable and inclusive economic growth, as well as for achieving environmental sustainability and environmental protection objectives.
At the International Climate Forum held on April 4, 2025, in Samarkand, the President of the Republic of Uzbekistan, Sh. M. Mirziyoyev, underscored that the Republic of Uzbekistan is consistently advancing toward a resource-saving and environmentally sustainable model of economic development. The “Uzbekistan–2030” Strategy defines a comprehensive set of priority goals and objectives aimed at reducing the resource and energy intensity of the national economy, facilitating the transition to a green economy, significantly expanding the use of renewable energy sources, enhancing the efficiency of land and water resource utilization, promoting the wide-scale adoption of resource-saving and energy-efficient technologies in production processes, as well as mitigating the adverse impacts of climate change and achieving a substantial improvement in environmental conditions.
The international scientific and practical conference is aimed at identifying current challenges associated with the transition of the national economy to a resource-saving development model, as well as at developing scientifically grounded solutions to these challenges, analyzing best international practices in this area, and expanding international scientific cooperation.
Within the framework of the conference, discussions are also envisaged on the formation and implementation of resource-saving models of economic development that meet contemporary global standards, as well as on the advancement of research and development activities in this field.
The outcomes of the conference are expected to contribute to the development and implementation of mechanisms aimed at ensuring resource conservation within the national economy, accelerating innovation-driven development processes, and strengthening corporate, scientific, and international cooperation.
The objective of the conference is to develop scientifically grounded proposals and practical recommendations for the formulation and implementation of a strategy for transitioning the national economy to a resource-saving development model aimed at ensuring sustainable economic growth.
Objectives of the Conference:
- to conduct a scientific and theoretical analysis of the objectives of sustainable socio-economic development set out in the “Uzbekistan–2030” Strategy, as well as to develop practical recommendations for their implementation;
- to analyze priority areas and practical outcomes of the transition to a green economy;
- to discuss the implementation of modern resource- and energy-efficient technologies across economic sectors;
- to expand the application of digital technologies and artificial intelligence in the process of transitioning to a resource-saving development model;
- to enhance the efficiency of labor resource utilization and improve the level and quality of living standards through human capital development;
- to ensure sustainable regional development based on the rational and efficient use of local natural resource potential;
- to examine the experience of developed countries in establishing a circular economy and assess the possibilities for its application in the context of the Republic of Uzbekistan;
- to develop students’ knowledge of the “Uzbekistan–2030” Strategy and practical skills in the field of sustainable development.
Conference Sections and Thematic Areas
Section 1. Theoretical aspects of the transition to a resource-saving model of economic development.
Section 2. Implementation of resource-saving technologies in real sector industries.
Section 3. Effective utilization of human potential in the context of the transition to a green economy.
Section 4. Application of modern digital technologies and artificial intelligence in the fields of energy efficiency and resource conservation.
Section 5. Current challenges in financing the transition to a resource-saving model of economic development.
Section 6. International experience in transitioning to a resource-saving model of economic development.
Submission Guidelines for Conference Papers:
- Papers must address topical issues relevant to the thematic areas of the conference and include practical recommendations grounded in scientific analysis and completed research.
- The length of the paper should be 4–5 pages.
- Text format: MS Word; Times New Roman font; 14 pt font size; 5 line spacing; margins: top and bottom – 2 cm, left – 2 cm, right – 2 cm. The first line of each paragraph should have a 1 cm indentation; text should be justified.
- Figures and tables must be numbered consecutively using Arabic numerals
(e.g., Figure 1, Table 1, ), and each figure or table must be explicitly referenced in the text of the paper. The font size used in tables should be 12 pt. References to the sources used must be cited within the text of the paper. - The paper should be structured as follows:
- surname and first name of the author(s), including academic degree, academic title, institutional affiliation, position, contact phone number, email address, and the corresponding conference section number;
- The title of the paper should be centered on the page, written in capital letters, using a 14 pt font. Articles and abstracts that do not comply with the above formatting requirements will not be considered.
- Submitted papers must be original and unpublished. All submissions undergo plagiarism screening using appropriate software. Papers that successfully pass the plagiarism check are recommended for publication.
- Each author may participate in the conference by submitting an individual article, as well as by co-authoring a joint article.
- The deadline for article submission is April 1, 2026.
- The conference participation fee is 100,000 UZS; participation is free of charge for foreign authors.
- The conference proceedings (electronic version) will be published on the official website of the National University of Uzbekistan named after Mirzo Ulugbek.
- Articles and abstracts are accepted in electronic format and may be submitted to the responsible persons via e-mail or Telegram.
