TRANSFER, RESTORATION, AND DISMISSAL OF STUDENTS
The procedure for admission to bachelor’s and master’s programs of higher educational institutions is carried out in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated June 20, 2017 No. 393 “Regulations on the procedure for admission to higher educational institutions, transfer, reinstatement and expulsion of students.”

General provisions for the transfer and reinstatement of students of higher educational institutions.
When transferring and reinstating students of higher educational institutions (hereinafter referred to as transferring and reinstating students), the determination of corresponding and related areas (specialties) of higher education is based on the following criteria:
If the names of the areas (specialties) of education are the same, then such areas (specialties) of education are considered suitable;
When students of higher educational institutions have the same composition of subjects and field of study, as well as the same duration of study, in which the test is conducted for admission for transfer and reinstatement, such areas (specialties) of study are considered homogeneous.
Transfer or reinstatement of students is carried out in the following cases:
higher educational institutions;
ministries and agencies that have higher educational institutions under their jurisdiction;
Transfer and Reinstatement of Students under the State Commission for Admission to Educational Institutions of the Republic of Uzbekistan is carried out on the basis of decisions of the Interdepartmental Commission (hereinafter referred to as the Interdepartmental Commission).
The Interdepartmental Commission is created by the State Commission for Admission to Educational Institutions of the Republic of Uzbekistan (hereinafter referred to as the State Commission). It will include representatives of ministries and agencies that have higher educational institutions under their jurisdiction.
The Chairman and Executive Secretary of the Interdepartmental Commission are appointed by decision of the State Commission.
The Interdepartmental Commission operates on the basis of the “Regulations on the Interdepartmental Commission for the Transfer and Reinstatement of Students under the State Commission for Admission to Educational Institutions of the Republic of Uzbekistan.”
Transfer and reinstatement of students in corresponding and related areas (specialties) of higher education within one higher educational institution (reinstatement – within a period of up to 5 years from the date of expulsion) is carried out on the basis of an order of the rector of this higher educational institution.
Transfer and reinstatement of students are carried out on the basis of a decision of the ministry (agency) to which the higher educational institution admitting the student is subordinate:
to another higher educational institution within the framework of one ministry (agency) for corresponding and related areas (specialties) of higher education;
from one higher educational institution to another within the framework of different ministries (agencies) in corresponding and related areas (specialties) of higher education;
upon expiration of a period from 5 to 10 years after expulsion from the student body.
Transfer and reinstatement of students are carried out by decision of the Interdepartmental Commission in the following cases:
from accredited higher educational institutions of foreign states to higher educational institutions of the Republic of Uzbekistan;
more than 10 years have passed since expulsion from the student body;
to non-related areas (specialties) of higher education within the same higher educational institution or to higher educational institutions under the jurisdiction of the same ministry (agency) and different ministries (agencies).
The following circumstances are grounds for refusing a citizen’s application for transfer and reinstatement of studies:
those who have studied in foreign higher educational institutions or their branches that do not have accreditation;
those who studied in a form of education other than the existing one in higher educational institutions of the republic;
those who have studied in centers, departments, training and consulting centers of higher educational institutions, etc.;
in the case of incompleteness of the first semester for the first semester of the first year (except for cases of granting a student academic leave due to illness);
the absence of a corresponding related field of study specialty or form of study in the higher educational institution;
when the difference in general professional and specialized specialized disciplines in the standard curricula exceeds 4;
failure of those recommended for study on a paid-contract basis to make payment within the established timeframe;
failure to submit the students personal file academic certificate within the established deadlines;
transfer and reinstatement to a higher educational institution on the basis of a state grant in the absence of vacancies within the number of students admission quotas on the basis of a state grant;
in other cases established by law.
Transfer of students of higher educational institutions.
The submission and consideration of applications for the transfer of students of higher educational institutions (hereinafter referred to as Student Transfer) is carried out as follows:
Submission of applications for transfer of studies – annually from July 15 to August 5;
consideration of applications by the higher educational institution, the relevant ministry (agency) or the Interdepartmental Commission with the adoption of a decision – annually from August 5 to August 30.
Transfer of students’ studies for valid reasons (when moving from one region to another for permanent residence or in connection with marriage, when a spouse or parents change their place of military service, or when parents (spouse) return from public service abroad) can also be carried out before the start of classes in the spring semester. Including:
Application for transfer of studies – annually from December 20 to January 20 of the following year;
consideration of the application for transfer of studies and making a decision – annually from January 25 to February 15.
A citizen wishing to transfer studies submits the following documents:
application indicating the direction (specialty) of education, language of instruction and form of resettlement (restoration) (the application indicates the higher educational institution and direction (specialty) of study, the reasons for the resettlement (restoration), familiarization with the rules of resettlement (restoration);
copies of the student’s rating book or academic certificate of the established form;
Copy of passport
Transfer to state-funded places in corresponding and related areas (specialties) of higher education for all forms of study is permitted only at the request of students who studied on the basis of state grants, within the limits of the number of state grants established in the admission quotas for the relevant academic year in higher educational institutions.
In other cases, the transfer of studies is carried out on a paid-contract basis.
Citizens wishing to transfer and resuming their studies from foreign higher educational institutions to higher educational institutions of the Republic of Uzbekistan shall take a special test (in the form of a test or written work established by the commission) in admission subjects in a specific field of study in the language of instruction of the foreign higher educational institution in which they studied, in commissions established in ministries and departments that have higher educational institutions under their jurisdiction (except for those whose spouse or parents’ place of state service in a foreign state has been transferred to the Republic of Uzbekistan by the Ministry of Foreign Affairs (competent agencies), sent abroad for study by government decisions and instructions, as well as by ministries and departments that have higher educational institutions by state order).
The result of a citizen’s special test (in the form of a test or written work determined by the commission) is submitted to the Interdepartmental Commission. Based on the results of a special test (in the form of a test or written work, determined by the commission), the citizen is transferred to groups of the training form specified by the decision of the Interdepartmental Commission.
Resumption of studies of students of higher educational institutions.
Submission and consideration of applications for the resumption of studies of students of higher educational institutions (hereinafter referred to as the resumption of studies of students) is carried out twice a year:
Submission of an application for resumption of studies for the fall semester – annually from July 15 to August 5;
application for resumption of studies for the spring semester – annually from December 20 to January 20 of the following year.
Consideration of applications for reinstatement by a higher educational institution, a ministry (agency) that has higher educational institutions under its jurisdiction, and decision-making:
for restoration to the autumn semester – annually from August 5 to August 30;
for restoration to the spring semester – annually from January 25 to February 15.
Citizens expelled from the student body have the right to apply for the reinstatement of their studies by transferring to a corresponding (related) field of study (specialty) of another higher educational institution. In this case, documents in the order of transfer of studies are submitted to the application.
Dismissal of students of higher educational institutions.
A student may be expelled from a higher educational institution in the following cases:
- at their discretion;
- in connection with the transfer of studies to another educational institution;
- due to health reasons (based on a medical commission certificate);
- violation of academic discipline and the internal regulations of the higher educational institution;
- for missing lessons for more than 74 hours during one semester without valid reasons;
- due to untimely payment for tuition (for those studying on a paid-contract basis);
- in connection with the conviction of a student to imprisonment by a court;
- due to his death.
During the period of military service, health recovery, maternity leave, as well as childcare leave, a student may be granted academic leave in accordance with the procedure approved by the Ministry of Higher and Secondary Specialized Education.
A student who fails to master the subjects within the established deadlines (who has academic debt) is expelled from the course by order of the rector of the higher educational institution.
A student who is absent from the course due to academic debt can start studying on a paid-contract basis from the beginning of the academic semester in the lower year.
