Shamshiev Fazliddin Tulayevich was born in 1961 in the Yukori-Chirchik district of the Tashkent region. He received his Candidate of Sciences degree in Physics and Mathematics (PhD equivalent) in 1994 and has been serving as Acting Associate Professor since 2025.
He completed his higher education at Saint Petersburg State University in 1986. In 1994, he completed his postgraduate studies (PhD program) at the Institute of Theoretical Astronomy in Saint Petersburg. From 1993 to 1997, he worked at Tashkent State University as a Senior Lecturer and Associate Professor.
From 1997 to 2009, he served in the Ministry of Defense of the Republic of Uzbekistan in the Department of Military Space Research. He holds the military rank of Lieutenant Colonel.
He is the author of four учебных пособий (textbooks/manuals). He supervised three Master’s theses and two undergraduate graduation qualification works. He was awarded the commemorative badges “15 Years of Independence of the Republic of Uzbekistan” (2006), “15 Years of the Armed Forces of the Republic of Uzbekistan” (2006), and “Veteran of the Armed Forces of the Republic of Uzbekistan” (2023).
