General Information and Documents Related to the TISC Project
One of the main tasks of WIPO is to provide all participating states with legal and technical assistance in the field of intellectual property protection, as well as the protection of patent information.
Patent information is becoming increasingly accessible through services provided via the Internet, either free of charge or through paid commercial services. However, in some countries, public access to patent information and the scope of available information remain limited to a certain extent.
Taking such limitations into account, in April 2009, WIPO launched a pilot project to establish Technology and Innovation Support Centers (TISCs). The purpose of establishing such centers is to improve the efficiency of using patent information in a number of countries, as well as scientific and technical information in regional and provincial centers, and to facilitate access to technical knowledge.
Today, TISCs are operating in many countries around the world. In our Republic, this project began to be implemented in September 2017.
THE PROJECT CONSISTS OF TWO MAIN AREAS OF ACTIVITY:
• providing access to specialized databases;
• developing innovation capacity.
OBJECTIVES OF TISCs:
• studying the need for access to databases;
• providing public access to specialized patent and non-patent information databases;
• ensuring the effective use of these databases by establishing and supporting TISCs at the local level, as well as creating a network of TISCs;
• organizing and conducting training courses and events for TISC staff, as well as members of the general public, aimed at increasing their level of awareness.
